Peel the papery layer off the garlic and cut the tops, exposing the cloves.
Drizzle with olive oil and wrap tightly in foil. Bake at 425F for 45-50 minutes until golden brown and soft.
Add all the ingredients to a food processor and blend until smooth and combined, adding more oil if needed.
